MANILA, Philippines – All eyes will be on the stars walking the red carpet at the Star Magic Ball, but hours before, it was Instagram’s cutest baby who stole the spotlight. During pre-ball preps, Scarlet Snow Belo hung out at the presidential suite of the Makati Shangri-la, where her mom, celebrity doctor Vicki Belo, set up a pop-up clinic for the stars' pre-ball treatments. As usual, Scarlet’s cuteness was on point.

She gave Liza Soberano an eskimo kiss…
