MANILA, Philippines - The days of discretionary government spending may soon be over following the decision of the Supreme Court declaring the Priority Development Assistance Fund (PDAF) as unconstitutional. Public scrutiny, however, over the use of government funds continues.

On December 2, 2013, Monday, Rappler's Maria Ressa talked to Commission on Audit Chairperson Grace Pulido Tan and budget undersecretary Richard Moya to discuss pressing issues such as the Disbursement Acceleration Program (DAP), pork barrel, transparency and accountability.
