Duterte reorganizes National Intelligence Committee

MANILA, Philippines – President Rodrigo Duterte reorganized the National Intelligence Committee (NIC), citing the need to provide a clearer delineation of tasks among intelligence-gathering agencies.
Duterte signed Administrative Order No. 7 last September 22.
The order cited the need for the reorganization to "preclude unnecessary duplication of intelligence activities, ensure complete coverage of intelligence concerns as well as promote the judicious use of government resources."
The NIC is an advisory body to the Director General of the National Intelligence Coordinating Agency (NICA), responsible for the coordination and integration of intelligence activities and addressing national intelligence concerns.
The administrative order amends Section 2 of Administrative Order No. 68, signed in 2003 by former president Gloria Macapagal-Arroyo.
Under the new order, the NIC will be composed of the following agencies, with the highest ranking intelligence official as their permanent representatives to the NIC:
- Department of Foreign Affairs
- National Bureau of Investigation
- Bureau of Immigration
- Bureau of Customs
- Armed Forces of the Philippines
- Philippine National Police
- Philippine Drug Enforcement Agency
- Philippine Coast Guard
- Office for Transportation Security
The new order added the PDEA, PCG, and OTS as members, and drops the inclusion of the Presidential Security Group.
The NIC is authorized to call on other government agencies to provide assistance in acquiring intelligence information. It may also designate or invite resource persons from other units of the government to support intelligence-gathering efforts.
The NIC will also continue to be assisted by Regional Intelligence Committees. – Rappler.com
