Tropical Storm Vinta closes in on Cagayan Valley

MANILA, Philippines – Tropical storm Vinta (international codename Krosa) has intensified as it comes closer to northeast Luzon, state weather bureau PAGASA said.
Vinta was spotted 610 kilometers east of Ilagan, Isabela, or 645 km east of Tuguegarao City as of 4 pm Wednesday, October 31, carrying maximum sustained winds of 85 km/h and gusts of up to 100 km/h.
Storm warning signal number 2 has been raised over the following provinces:
- Cagayan
- Isabela
- Kalinga
- Apayao
On the other hand, storm signal number 1 is in effect over:
- Ilocos Norte
- Mountain Province
- Abra
- Ilocos Sur
- La Union
- Benguet
- Ifugao
- Nueva Vizcaya
- Quirino
- Aurora
- Pangasinan
- Nueva Ecija
- Batanes
Moderate to heavy rainfall (5.0-15.0 mm/h) is estimated within the system's 500 km diameter, the bureau said.
It is currently moving towards the west northwest at a speed of 23 km/h, or in the general direction of the Isabela-Cagayan area.
By Thursday afternoon, October 31, the bureau said Vinta will be 130 km east of Tuguegarao, and will cross Luzon overnight. By Friday afternoon, it will be outside the Philippine Area of Responsibility (PAR).
PAGASA is warning residents in areas with storm signals to be on guard against flash floods and landslides, and to avoid sea travel.
